Modified Assured Career Progression (MACP) is a scheme for the cental Government employees (also applicable to the employees of Autonomous Bodies following 7th CPC pay structure) wherein the emloyees are compensated three times in the whole career, by ganting higher pay scale in the intervals of 10 yers, 20 years and 30 years.
This article explains how the MACP scheme opeartes and when the benefits accrue to an employee. For easy of understanding, this article has used a Flow Chart and provides illustations for various possible cases. Before proceeding, let’s know the MACP Scheme in brief.
MACP Scheme in Brief:
- MACP Scheme has replaced the earstwhile ACP Scheme, which ensured two financial upgradtions in the whole career (after 12 years and 24 years).
- Maximum three pay scale upgradtions are admissible under the MACP scheme.
- Upgradations are granted to the next higher pat level in the 7th CPC Pay Matrix, irrespective of the pay scales available in the cadre/organisation.
- Upgradations are granted after 10 years of last promotion or 10, 20 and 30 years of service, whichever is earlier.
- Pay in the higher pay level is fixed after granting one increment in the current pay level. Of course, the employee gets an option for chhosing the date of pay fixation, i.e. either from the very date of MACP or from the date of his/her next increment (DNI).
- APAR Score must be “Very Good” for grant of MACP to all levels.
This article, however, does not cover all the requirements which need to be fulfilled and also the administrative process required to be followed for grant of MACP, but is limited to explain when the MACP becomes due to an employee.

Illustrations:
[A] An employee (Mr. X) joined on 12/04/2020 and receives no promotion till 11/04/2030, will be eligible for First MACP on 12/04/2030.
[B] However, if Mr. X receives a promotion within 11/04/2030 (say on 15/11/2027), he/she will not be eligible for First MACP on 12/04/2030. He/She, however, will be eligible for Second MACP on 15/11/2037.
[C] Continuing with example [A], if the employee does not get any promotion or only one promotion after 12/04/2030 and by 11/04/2040 (say on 10/10/2035), he/she will be eligible for Second MACP on 12/04/2040.
[D] However, if Mr. X receives two promotions within 11/04/2040 (say first on 15/11/2027 and second on 10/10/2035, or first on 01/07/2030 and second on 01/01/2036), he/she will not be eligible for Second MACP on 12/04/2040. He/She, however, will be eligible for Third MACP on 10/10/2045 or 01/01/2046, as the case may be.
[E] Continuing with example [A & C], if the employee does not get any promotion at all or gets no promotion between 12/04/2040 and 11/04/2050, he/she will be eligible for Third MACP on 12/04/2050.
[F] Continuing with example [A, C & E], if the employee gets a promotions between 12/04/2030 and 11/04/2040 (say on 30/06/2034), he/she will be eligible for Third MACP on 30/06/2044 (need to wait till 12/04/2050).
[G] However, if Mr. X receives three promotions within 11/04/2050 (say first on 15/11/2027, second on 10/10/2035, and third on 01/07/2040, or first on 01/07/2030, second on 01/01/2036, and third on 01/07/2040, or first on 15/11/2037, second on 10/10/2045, and third on 01/01/2049), he/she will not be eligible for Third MACP (on 12/04/2050).
